there is a film from quebec called "3 seconds" (i believe what its called), which is a story about a girl who falls in love with bikes and works as a messenger in montreal. great flick, sub-titled but worth searching for.

Movie sounds like remake.
In the early 80's there was a french movie by the name of Diva. It almost sounds like the same plot. If the cop is head of dept, and the tape is from hooker. Then bingo you get Diva without the subtitles.
