In May 2009, after they’d thrown back a few drinks, two Illinois men purposefully sought out a random cyclist and struck him with their car. Despite the shocking aggression, the men got off nearly scot-free. A few days later, Illinois Governor Pat Quinn signed a new state law that enhances penalties for motorists who drive recklessly close to cyclists.
