Although I don't entirely agree with the interpretation of the data. I wonder if the results isn't just a case of "safety by numbers" as there where 2.5 as many cyclists using the cycle lanes on the cycle track streets as there where on the streets without separate cycle lanes. Also, the cycle track streets doesn't seem in all cases comparable to the reference streets especially so when injuries are statistically fewer on the cycle track streets. Those streets do have fewer "motor vehicle occupants" injuries and therefore seem less dangerous for all road users.
In any case there is a lot of studies from e.g. the Netherlands, Denmark and Finland indicating how best to construct bicycle infrastructure and what pitfalls to avoid in such an endeavor. One way cycle tracks seem to be better in that respect than two way tracks.

Bike Lane safety concerns
I too have wondered just how good segregated bike lanes really are for us. When you want to get good at something you have to do it over and over again. By physically removing bikes from motorized vehicles on some streets you a: reduce the amount of interaction between cyclists and cars (thus less practice learning how to interact properly and with mutual respect) and b: as the above comment mentions, you get the attitude of "get off the road" when you do in fact dare to ride in traffic. However, is there a point at which the encouragement of cycling through such bike lanes eventually gets the "critical mass" of people out in the streets on bikes? Look at Copenhagen, Amsterdam and the like, they reached a point where it's normal long ago. We've a ways to go yet my friends...

Anti-vehicular tirade dressed as academic study
This paper is fundamentally flawed in that it purports to show that it's safer to cycle in segregated lanes than on the ordinary road surface. Instead it shows that when you put in cycle lanes it makes it _more_ dangerous to cycle in the street.
This could be due to a number of factors. I suspect that prominent among those factors is the attitude of car drivers that cyclists not "in the bike lane" are "asking for it": this attitude is probably exacerbated and encouraged by the publication of fatally flawed studies such as the above.
It's a pity to see that the assembled academics don't spend their time mounting campaigns to reduce automotive traffic speeds instead of slinging mud at other cyclists.
